This is the best interpretation for this ballade. Arrau expresses all the deep and intense feelings Chopin surely felt when he composed such a jewel!

Arrau es uno de los mejores interpretes de la tradicion beethoveninana (Beethoven, Brahms liszt,Schubert).he oido algunas obras de Chopin interpretadas por el.Algunas obras no las interpreta tan bien, debido que para interpretar a Chopin ay que tener cierta delicadeza.Pero hay piezas mas grandes de Chopin que las interpreta muy bien como esta y la balada nº1.

No one claims this piece is easy. ;)
I'd say its the second hardest of the four ballades.
And besides, it's all about taste. I agree with you that Rachmaninoff made a mess of this piece with his overly exaggerated rubato, but Arrau doesn't sound that bad. Sure, it's not exciting like Rubenstein though.
